Establishing the priority projects for the 2019 Parks and Recreation Department Pre-Project Design Preparation Budget in the General Fund in the amount of $100,000.  

 

Body

WHEREAS, the Parks and Recreation Department has worked with the Saint Paul City Council to identify the following projects as priorities for use of the 2019 Parks and Recreation Pre-Design budget; and

 

WHEREAS, the Pre-Design budget was originally established to allow Parks and Recreation Design and Construction staff to work on city priorities that didn't have established capital or design budgets; and

 

WHEREAS, the Pre-Design budget was originally established in the 2018 Parks and Recreation adopted budget in the amount of $100,000, and was continued as part of the 2019 Parks and Recreation adopted budget; and

 

WHEREAS, the Parks and Recreation Department was asked by the City Council to establish and publicize the projects being funded with this budget; and

 

WHEREAS, the Parks and Recreation Department is planning to use the existing budget of $100,000 in the following Pre-Design Projects:

 

Highland 9 Visioning (Ward 3) - $20,000

 

Complete a preliminary feasibility study exploring conversion of Highland 9 Golf Course to an athletic facility in Saint Paul. Additional community meeting requesting along with final report with recommended actions. Final deliverable is a preliminary concept plan presented to the community.

 

Tasks to be completed:                     

                     Community Meeting - Summary of comments and present recommended concept plan (August 2019)

                     Final Report - Summarize work and outline next steps (October 2019)

 

Project Manager Assigned: Brett Hussong, Lead Landscape Architect

 

 

Play Area Predesign/Survey (Dunning Play Area, Hamline Park and Dayton’s Bluff) - $30,000

 

Complete site surveys and cost estimates for Hamline and Dayton’s Bluff Play Areas. Funds will also support community build of KaBOOM at Dunning Play Area.  Final deliverable is completed site survey and preliminary cost estimate for play areas as well as match for community build of Dunning Play Area in 2020.

 

Tasks to be completed:

                     Completion of site surveys (August to October 2019)

                     Completion of cost estimates (September to October 2019)

 

Project Manager Assigned: Liz Hixson, Landscape Architect

 

 

Willow Reserve Boardwalk Design (Ward 5) - $25,000

 

Advance design of boardwalk and access to Willow Reserve. Advancing schematic design to construction documents will increase the likelihood of receiving grant funds for construction. Final deliverable is completion of construction documents for new boardwalk and access to Willow Reserve.

Signage and Public Art Implementation at Payne - Bedford Overlook (Ward 5 and Ward7)- $15,000

 

Utilize remaining CVZ funds to design and implement signage and wayfinding at Payne-Bedford Overlook. Final deliverable is installation of signage.

 

Tasks to be completed:

                     Coordinate with graphic artists on signage and mapping (August 2019)

                     Install signage and wayfinding (October 2019)

Renaming of Indian Mounds Regional Park (Ward 7) - $10,000

 

Funding to cContinue engagement with indigenous and local community regarding renaming of Indian Mounds Regional Park. Work will support Cultural Landscape Study and reflect commitment of City of Saint Paul to listen and respond to community requesting cultural accurate  culturally appropriate name for the regional park.  Final deliverable is a selected name included in completed Cultural Landscape Study via community engagement process for Indian Mounds Regional Park.

 

Tasks to be completed:

                     Community engagement to determine discuss appropriate name (July to December 2019 Timeline to correlate with Cultural Landscape Study)

                     Resolution to Parks Commission and City Council recommending approval of name (December 2019 Timeline to correlate with Cultural Landscape Study).
