Stated Reason for Appeal (if given): Property owner stated stated that she already paid her Q4 2019 bill.
Staff Comments: Hauler confimed that the last payment made to the account by the property owner was on 07/18/2019. There are no records of any payments that were made by the property owner during Quarter 4 2019. Property owner did provide proof of a payment made to Waste Management on 10/21/2019. However, the last five digits of the account listed on the bank statement (03003) does not match the last five numbers of the account number with the property (00020-82148-33003). It appears as though the payment was made to the wrong account with Waste Management. Therefore staff recommends approving the assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during October to December 2019. (File No. CG2001D2, Assessment No. 200113) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
