Stated Reason for Appeal (if given): This is getting absolutely ridiculous. The billing between St. Paul and Republic is ABSURD. We have automatic payments set up, sometimes they process and sometimes they don’t. THIS NEEDS TO BE FIXED. Whatever program is being used, is not efficient. I am SICK and TIRED of receiving late fees and notices for non-payment when we can use the same card to pay online just fine. There is absolutely zero reason for delinquent payments when Republic has our information stored for automatic payments. You can’t even have our bill sent to the right person!! It still comes from Republic addressed to Eli Hogan, when we have owned the property since 2018!
Staff Comments: According to the hauler, auto pay was not set up until February 2020. They did state that for Quarters 1 & 2 2020 the initial payments for both quarters were declined due to system error. Staff has communicated with Republic Services to ensure that this error has been addressed. Staff has also confirmed with the hauler that the name on the account has been updated to reflect the current property owner. As a courtesy, staff recommends removing the assessed Quarter 3 2019 late fee of $4.80.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during July to September 2019. (File No. CG1904E4, Assessment No. 190163) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby forthcoming, pending Legislative Hearing on July 9, 2020 deleted.
