Authorizing the City to apply to the Minnesota Department of Employment and Economic Development (DEED) for contamination cleanup grant funding for the Balsam II project at 500 Broadway Street (District 4, Ward 2).
Body
WHEREAS, the City of Saint Paul acts as the legal sponsor for the project at 500 Broadway Street contained in the Contamination Cleanup Grant Program applications to be submitted by May 1, 2026 and that the Director of Planning and Economic Development is hereby authorized to apply to the Department of Employment and Economic Development for grant funding of this project on behalf of City of Saint Paul; and
WHEREAS, the City of Saint Paul has the legal authority to apply for financial assistance, and the institutional, managerial, and financial capability to ensure adequate project administration; and
WHEREAS, the sources and amounts of the local match identified in the application are committed to the projects identified; and
WHEREAS, the City of Saint Paul is located within the seven-county metropolitan area defined in section 473.121, subdivision 2, and is participating in the local housing incentives program under section 473.254; and
WHEREAS, the City of Saint Paul has not violated any Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice; and
WHEREAS, that upon approval of its application by the state, the City of Saint Paul may enter into an agreement with the State of Minnesota for the above referenced projects, and that the City of Saint Paul certifies that it will comply with all applicable laws and regulations as stated in all contract agreements.
NOW, THEREFORE BE IT RESOLVED by the Saint Paul City Council:
1. That the Council finds that the redevelopment project identified above serves a public purpose and aligns with the City’s development goals and priorities;
2. that the appropriate City officials, including the Mayor/Assistant Mayor (or designee), the Interim Director of Office of Financial Services (or designee), and the Interim Director of Planning and Economic Development (or designee) are each authorized, individually, to execute such applications, which may include indemnification obligations, as are necessary to implement the projects and/or grant applications on behalf of the applicant and
3. that the City of Saint Paul authorizes the execution and submission of a Contamination Cleanup grant application to the Department of Employment and Economic Development by or around May 1, 2026 for the project at 500 Broadway Street (The Balsam II - TBD), and hereby ratifies all actions taken by City staff made in furtherance of the foregoing resolutions.
