Stated Reason for Appeal (if given): PO states that in 2022, their garbage collection was stopped by the hauler. PO did not request this, nor was he contacted by WM about it. When they finally straightened it out, PO received a bill for 6 quarters of service. PO states that the automated complaint service at WM said he had no active account. He agrees that he may owe something, but not for a year and a half on one bill.
Staff Comments: Back-billing for garbage service is not allowed per coordinated collection contract, therefore staff recommend reducing the Q2 bill to only include service from Jan 1 - Jun 30, 2023. The property had 1 - 96gal cart. For 2 quarters, this totals $213.62. This is a total reduction of $338.27

WHEREAS, the Office of Financial Services Assessment Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during April to June 2023. (File No. CG2303A2, Assessment No.230113) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and reduced from $551.89 to $116.40.
