Stated Reason for Appeal (if given): Was paying for 2 carts from 1/7/19 to 10/5/19 but only had one because WM did not have any small containers on hand when I changed sizes in January.
Staff Comments: At the start of the the program property owner was given one 35-gallon weekly and one 96-gallon cart. Hauler records show that the owner contacted the hauler to inform them that he didn't want the 96-gallon cart but wanted another 35-gallon cart. When the hauler came and picked up the 1 96-g cart they never returned to the property to deliver the 35-gallon cart until November 4, 2019. However,the resident continued to receive invoices for a 35-gallon and a 96-gallon cart. The hauler has requested that we remove the entire Q4 2019 assessment. Therefore, staff recommends removing the entire assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during October to December 2019. (File No. CG2001A2, Assessment No. 200101) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
