Stated Reason for Appeal (if given): The property owner stated that he did not receive any late notices from Republic Services regarding the Quarter 1 2020 assessment. As they are set up for auto-pay they are not sure why they were referred to the city for collection.They they have contacted Republic Services and the customer service representative told him that they were able to view the payments that the property owner made through auto-pay. The customer service representative stated that therefore they should not have been sent to the city for collection.
Staff Comments: Hauler stated that when the property owner set up the auto pay, the card number was entered in incorrectly so the payment was declined. They also stated that they sent out the late fee letters to let them know it wasn’t paid, which staff has been able to verify. Customer fixed the auto pay and the Quarter 2 2020 was paid via the auto pay. Therefore, staff recommends approving the assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during January to March 2020. (File No. CG2002A3, Assessment No. 200122) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and reduced from $107.02 to $93.09.
