Approving the application for change of ownership to the Motor Vehicle Salvage Dealer (License ID #DSIBLAUTO-000680-2026) and Second Hand Dealer - Motor Vehicle (License ID #DSIBLAUTO-000714-2026) licenses now held by Atlas Automotive Recycling LLC d/b/a Atlas Automotive Recycling LLC for the premises located at 228 Sycamore Street West.

WHEREAS, Atlas Automotive Recycling LLC d/b/a Atlas Automotive Recycling ("Licensee") applied for a change of ownership to the Motor Vehicle Salvage Dealer (DSIBLAUTO-000680-2026) and Second Hand Dealer - Motor Vehicle (DSIBLAUTO-000714-2026) licenses for the premises located at 228 Sycamore St. W.; and
WHEREAS, On April 8, 2026, the Department of Safety and Inspections sent out the required License Application Notification with a response date of April 23, 2026; and
WHEREAS, On April 9, 2026, the Licensee signed a License Condition Affidavit agreeing to follow all license conditions that are in place; and
WHEREAS, On April 15, 2026, the Department of Safety and Inspections received a letter from the North End Neighborhood Organization stating its support for the application for a change of ownership to the licenses; and
WHEREAS, The Council finds that the application for a change of ownership is in order and there are no grounds to deny approval of the application; now, therefore, be it
RESOLVED, the application for change of ownership of the Motor Vehicle Salvage Dealer (DSIBLAUTO-000680-2026) and Second Hand Dealer - Motor Vehicle (DSIBLAUTO-000714-2026) licenses is hereby approved and the licenses issued to Atlas Automotive Recycling LLC d/b/a Atlas Automotive Recycling LLC for the premises located at 228 Sycamore St. W. with the following license conditions:
1. The area of customer/employee vehicle parking and the “for sale vehicle” spaces, including the vehicle maneuvering areas, must be paved with asphalt or concrete as shown on the approved site plan on file with the Department of Safety and Inspections (DSI) dated 08/12/2014. A van accessible parking space shall be provided and posted with a sign displaying the international handicapped symbol. The paving of the lot and the striping of the customer parking spaces and handicapped parking signage shall be maintained in accordance with the approved plan.
2. All salvage vehicle storage areas, the parking/maneuvering lanes for customers and the used vehicle sales space shall be maintained in accordance with the approved site plan on file with DSI. Any changes or alterations from the approved plan must have prior approval from the City.
3. A minimum (20) twenty foot width lane shall remain clear and unobstructed at all times to provide emergency vehicle access. Dead end lanes for emergency access shall not exceed 150 feet. This required fire emergency access lane shall apply to all areas of the property.
4. Exterior storage of vehicles and vehicle parts (retained for re-sale) shall be stored in a manner approved by the fire inspector so as not to cause obstruction to emergency access, fire hazard, and to minimize pollution hazard or rodent harborage. Trash and discarded vehicle parts will be stored in a covered dumpster. Licensee shall obtain and maintain an active Hazardous Waste Generator License from Ramsey County Solid Waste Division and shall abide by the provisions of that license with respect to the safe handling and disposal of waste oil, filters, tires, batteries, etc.
5. No vehicles under the control of the licensee can be parked and/or stored in the public right-of-way (e.g., street, alley, sidewalk, boulevard, etc.). This includes for-sale vehicle inventory.
6. Auto repair and auto body repair is not permitted unless prior written approval and the required license is obtained from DSI.
7. Maintain maneuvering space on the property to allow vehicles entering and exiting the site to proceed moving forward. No backing from or to the street is allowed.
8. The business activities on the licensed premises shall operate in compliance with all federal, state, and local laws. Failure to remain in compliance will result in adverse action against the license.
9. License valid only in conjunction with an active/valid State Motor Vehicle Dealer license.
