Stated Reason for Appeal (if given): i did not received mail for the first 3 month's service. called in, they waived the late fee and the bill was paid once i got their letter. Somehow it was still reported to the city that it was not paid.
Staff Comments: The property owner made a payment of $96.08 on 12/26/18 to the account G4004967-001. This payment should have actually been made to G4004967-000. When Advanced Disposal found this error on 1/8/19, it was too late to apply this payment to the Quarter 4 2018 bill, as all Quarter 4 2018 delinquent bills were turned over to the City on 1/5/19. The payment was then applied to the Quarter 1 2019 bill. Advanced Disposal has removed the late fees on the pending garbage assessment. The previous amount of $117.80 has been reduced to $96.08, which is the base collection price for the 64-gallon Medium cart.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Trash Hauling during Collection of Delinquent Garbage Bills for services during October to December 2018. (File No. CG1901B3, Assessment No. 190059) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
