Approving the Mayor's appointments of Elizabeth Meier, Kovonna Mcpipe, Vanessa Jenkins, Dr. Dawn Einwalter, Judge Nicole Starr, and Tabu Henry to the Neighborhood Safety Community Council and approving the Mayor’s selection of Dr. John Porten as Chair and Stacey Meath as Co-Chair of the Neighborhood Safety Community Council.

WHEREAS, Sec. 3.02(12)(b) of the Saint Paul Administrative Code states that the Office of Neighborhood Safety (ONS), which is within the City Attorney's Office, is a community justice, equity, and safety-focused office with programs that are community-centered, equity-focused, and non-punitive where community participation is a key element of operations; and
WHEREAS, the Neighborhood Safety Community Council (NSCC) is a board of community members that advises the work of the Office of Neighborhood Safety; and
WHEREAS, the Neighborhood Safety Community Council (NSCC), which is under the supervision and administration of the Office of Neighborhood Safety, consists of fifteen (15) continuing members appointed by the Mayor with the consent of the Council; and
WHEREAS, terms for members appointed to the Neighborhood Safety Community Council are staggered appointments of seven (7) continuing members will serve an initial term of two (2) years, and eight (8) members will serve an initial term of three (3) years, and after the expiration of the initial terms, all members shall serve two-year terms with no person serving more than three (3) terms or a total of six (6) years, whichever is shorter; and
WHEREAS, the Neighborhood Safety Community Council will have a chair and vice chair who the Mayor will select from the NSCC membership in which the chair serves a one-year term and may serve up to two (2) consecutive years as chair; and
WHEREAS, Dr. John Porten, resident of Ward 1, has been selected by Mayor Her to serve as the Chair of the Neighborhood Safety Community Council for one year and may serve up to two (2) consecutive years; and
WHEREAS, Stacey Meath, Licensed Independent Clinical Social Worker and resident of Ward 1, has been selected by Mayor Her to serve as the Vice-Chair of the Neighborhood Safety Community Council; and
WHEREAS, Elizabeth Meier, Kovonna Mcpipe, Vanessa Jenkins, Dr. Dawn Einwalter, Judge Nicole Starr, and Tabu Henry have applied and are recommended by staff to serve as members of the Neighborhood Safety Community Council; and
WHEREAS, Mayor Her wishes to reappoint Kovonna Mcpipe (Ward 2) and Dr. Dawn Einwalter (Ward 4) to the Neighborhood Safety Community Council; and
WHEREAS, Mayor Her wishes to appoint Elizabeth Meier (Ward 1), Vanessa Jenkins (Ward 3), Nicole Starr (Ramsey County District Court Judge and Ward 5), and Tabu Henry (Ward 6) to the Neighborhood Safety Community Council; and now, therefore, be it
RESOLVED, that the Saint Paul City Council approves the appointments of Elizabeth Meier, Kovonna Mcpipe, Vanessa Jenkins, Dr. Dawn Einwalter, Judge Nicole Starr, and Tabu Henry to a two-year appointment to the Neighborhood Safety Community Council with terms ending April 6, 2028; and, therefore, be it
FURTHER RESOLVED, that the Saint Paul City Council approves the selection of Dr. John Porten as Chair and Stacey Meath as Co-Chair to a one-year appointment on the Neighborhood Safety Community Council with Chair and Co-Chair terms ending April 6, 2027.
