Approving the expansion of a Liquor Outdoor Service Area (Sidewalk) license to the existing Liquor On Sale - 100 seats or less licenses for Candlestick Hospitality LLC d/b/a Myriel (License ID# 20210000722) for the premises located at 470 Cleveland Ave S.

WHEREAS, on May 16, 2025, the Department of Safety and Inspections received a letter from Myriel proposing a full food and liquor outdoor seating area; and
WHEREAS, on May 21, 2025, the Department of Safety and Inspections sent out the required License Application Notification with a response date of June 5, 2025; and
WHEREAS, on June 3, 2025, the Department of Safety and Inspections received a letter from Macalester Groveland Community Council stating their support for the issuance of the license; and
WHEREAS, in response to the notification, no objections were received, and the Council finds that the application is in order with no grounds to deny approval of the license; now, therefore, be it; and
RESOLVED, the addition of the expansion of a Liquor Outdoor Service Area (Sidewalk) license to the existing Liquor On Sale - 100 seats or less licenses are hereby approved and issued to Candlestick Hospitality LLC d/b/a Myriel (License ID# 20210000722), for the premises located at 470 Cleveland Ave S., with the following existing license conditions:
Existing License Conditions:
1. Licensee agrees to operate the establishment in compliance with Section 409.02 of the City of Saint Paul Legislative Code definition of “Restaurant”, which includes a requirement for closure of the establishment by 12:00 a.m. (midnight) each day of the week and all patrons/customers vacating the licensed premises by 12:30 a.m.
Recommended Additional License Conditions:
2. Licensee agrees to limit the placement of table(s)/chair(s) on the public sidewalk to the area and number of seats shown on the approved sidewalk seating plan on file with the Department of Safety and Inspections (DSI) and Public Works.
3. Each year prior to the placement of table(s) and/or chair(s) in the public right-of-way (i.e., sidewalk), the licensee agrees to obtain a new Obstruction Permit from the Department of Public Works. Licensee agrees to maintain the sidewalk café in accordance with the conditions placed on an approved Obstruction Permit, acknowledges that an Obstruction Permit is effective on April 1 and expires on October 31 of each year, that tables(s) and/ or chair(s) may not be placed in the public right-of-way before or after the effective/expiration dates, and that a failure to comply with this condition will result in adverse action being taken against all of their licenses.
4. Licensee agrees to take appropriate action(s) to ensure that the sale, display, and/or consumption of alcoholic beverages is contained within the defined alcohol service area as per the approved plan on file with DSI.
