Approving the application for change of ownership to the Auto Repair Garage license now held by Dale Transmission Auto Repair LLC d/b/a Dale Transmission Auto Repair (License ID #DSIBLAUTO-00123-2025) for the premises located at 965 Pierce Butler Route.

WHEREAS, Dale Transmission Auto Repair LLC d/b/a Dale Transmission Auto Repair ("Applicant") applied for a change of ownership to the Auto Repair Garage license (License ID #DSIBLAUTO-00123-2025) for the premises located at 965 Pierce Butler Route; and
WHEREAS, on December 16, 2025, the Department of Safety and Inspections sent out the required License Application Notification with a response date of December 31, 2025; and
WHEREAS, on February 5, 2026, the Applicant signed a License Condition Affidavit agreeing to follow all conditions that are in place; and
WHEREAS, the Council finds that the application is in order and there are no grounds to deny the application; now, therefore, be it,
RESOLVED, the application for change of ownership for an Auto Repair Garage license is hereby approved and issued to Dale Transmission Auto Repair LLC d/b/a Dale Transmission Auto Repair (License ID #DSIBLAUTO-00123-2025) for the premises located at 965 Pierce Butler Route with the following license conditions:
1. All customer and employee vehicles must be parked in accordance with the approved site plan on file with the Department of Safety and Inspections (DSI) dated 04/11/2018.
2. The parking lot shall be striped and maintained in accordance with the approved site plan on file with DSI dated 04/11/2018. A maximum of twenty-seven (27) vehicles may be parked on the property at any time.
3. There shall be no exterior storage of vehicle parts, tires, oil, or any other similar materials associated with the business. Trash will be stored in a covered dumpster. Storage of vehicle fluids, batteries, etc. shall be in accordance with the Ramsey County Hazardous Waste regulations.
4. No vehicles under the control of the licensee can be parked and/or stored in the public right-of-way (e.g., street, alley, sidewalk, boulevard, etc.). This includes vehicles waiting for repairs and vehicles waiting to be picked up by the customer.
5. The storage of vehicles for the purpose of salvaging parts is expressly forbidden. Vehicle salvage is not permitted.
6. All vehicles parked outdoors must appear to be completely assembled with no major body parts missing.
7. No repair of vehicles may occur on the exterior of the lot or in the public right-of-way (e.g., street, alley, sidewalk, boulevard, etc.). All repair work must occur within an enclosed building.
8. Vehicle sales is not permitted.
9. Auto body repair and/or painting of vehicles is prohibited.
10. Customer vehicles may not be parked longer than ten (10) days on the premises. It shall be the responsibility of the licensee to ensure that any vehicle not claimed by its owner is removed from the lot as permitted by law.
11. Provide maneuvering space on the property to allow vehicles entering and exiting the site to proceed forward. Backing from the street or on to the street is prohibited.
12. Licensee must comply with all federal, state, and local laws.
