Approving the use of grant funds for proposals through the Ward 6 and Ward 7 Neighborhood STAR year-round programs.
Body
WHEREAS, on January 10, 2018, the Neighborhood STAR Board reviewed three grant proposals requesting grant funding through the Ward 6 and Ward 7 Year-Round STAR Programs; and
WHEREAS, the Minnesota China Friendship Garden Society in partnership with Saint Paul Parks and Recreation requested $40,000 of additional STAR grant financing for the installation of the gift of a Chinese pavilion replica from Changsha, China, pathways a bridge, Hmong Cultural Plaza and landscaping; and
WHEREAS, the Sanneh Foundation in partnership with the Saint Paul Parks and Recreation Department requested a $20,000 grant for upgrades to the Conway Recreation Center; and
WHEREAS, the Saint Paul Parks and Recreation Department requested a $25,000 grant to complete the installation of Sepak Takraw (Kato) courts at Duluth and Case Recreation Center; and
WHEREAS, these projects will positively impact the east side of Saint Paul therefore a waiver to the STAR Guideline requiring a city department to partner with a neighborhood group for the Sepak Takraw courts proposal is being recommended; and
WHEREAS, the Neighborhood STAR Board rated these projects a four (4) on a scale from 1 (low) to 5 (high); and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing up to the grant financing being requested through the Ward 6 and Ward 7 Neighborhood STAR Year-Round Programs; and
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
