Approving the Final 2026 Housing and Redevelopment Authority (HRA) Budget and certifying the Final HRA Property Tax Levy payable in 2026.

WHEREAS, the Board of Commissioners of the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (“HRA”) has adopted the HRA budget for the fiscal Year 2026 through its Resolution 25-1860, subject to the approval of the Council of the City of Saint Paul: and
WHEREAS, the Board of Commissioners of the HRA, pursuant to the provisions of Minnesota Statutes, Section 469.033, has levied the housing and redevelopment tax to be collected in 2026 through its resolution 25-1860, subject to the approval of the Council of the City of Saint Paul: and
WHEREAS, the HRA certified property tax levy payable in 2026, is $6,636,875, calculated as follows:

NOW, THEREFORE, BE IT RESOLVED by the Saint Paul City Council that:
1. Pursuant to the provisions of Minnesota Statutes, Section 469.033, the Housing and Redevelopment property tax levied by the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, to be collected in 2026 is $6,636,875 and is hereby approved.
2. Pursuant to the provisions of Minnesota Statutes 469.033, the City Clerk is hereby directed to certify this tax levy resolution to the County Auditor of Ramsey County immediately upon adoption and approval of this resolution.
3. Pursuant to the provisions of Minnesota Statutes 469.033, The HRA budget for the fiscal year ending December 31, 2026, as adopted by the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, is hereby approved.
4. The City’s Director, Office of Financial Services, staff and legal counsel for the City are further authorized and directed to take all actions necessary to implement this resolution.
