Celebrating the 50th Anniversary of Seal Hi-Rise.

WHEREAS, Seal Hi-Rise, located at 825 Seal Street in South St. Anthony Park, was built in 1976 and is celebrating its 50th anniversary in 2026; and
WHEREAS, Seal Hi-Rise is owned and operated by the Saint Paul Public Housing Agency and includes 144 apartments that have provided affordable and accessible homes for older adults, people with disabilities, and many other Saint Paul residents for five decades; and
WHEREAS, standing 14 stories above Raymond Avenue and Territorial Road, Seal Hi-Rise has become one of the most recognizable landmarks in South St. Anthony Park and has remained an important residential presence through decades of change and redevelopment in the surrounding neighborhood; and
WHEREAS, generations of Seal Hi-Rise residents have built friendships, shared meals, participated in neighborhood activities, and contributed to the civic and community life of South St. Anthony Park; and
WHEREAS, Seal Hi-Rise residents have developed longstanding connections with the broader neighborhood through the St. Anthony Park Community Council, the SAP Community Garden, neighborhood gatherings, food access initiatives, transportation and pedestrian improvements, National Night Out, and other community activities; and
WHEREAS, the SAP Community Garden continues a longstanding tradition of growing and providing fresh produce to residents of Seal Hi-Rise, including dedicating garden plots specifically to growing food for their neighbors at Seal; and
WHEREAS, in 1996, on the occasion of Seal Hi-Rise's 20th anniversary, Mayor Norm Coleman proclaimed September 18, 1996 to be "Seal Hi-Rise Day" in the City of Saint Paul; and
WHEREAS, fifty years after its opening, Seal Hi-Rise remains not only an important part of the South St. Anthony Park skyline, but, more importantly, a place that generations of Saint Paul residents have called home;
NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council recognizes and celebrates the 50th anniversary of Seal Hi-Rise and honors its residents, past and present, and all those who have helped build and sustain the community that has flourished there since 1976.
