Authorizing the appropriate city officials to enter into a lease agreement with the Mt. Airy Boys and Girls Club which will transfer their operations from the Valley Recreation Center to the newly acquired Franklin Magnet School.
 
Body
     WHEREAS,  the City of Saint Paul is the owner of real property located at 690 Jackson Street, Saint Paul, MN 55130,  on a portion of which is sited the Valley Recreation Center and Franklin Magnet School, a building owned by Independent School District #165; and
      WHEREAS, the School District has closed Franklin School, and the School Board has taken official action to deed the building to the City of Saint Paul in exchange for the City terminating its lease on the East Side Community Center, which is located on real estate owned by the Saint Paul School District; and
      WHEREAS, the Valley Recreation Center is owned by the City of Saint Paul and leased to the Mount Airy Boys and Girls Club, which wishes to expand its programming; and
 
      WHEREAS,  the Parks and Recreation Department wishes to accept the Franklin Magnet School building, and in turn lease it to the Boys and Girls Club of Saint Paul to allow them to remodel the building, tear down the existing Valley Recreation Center, and to expand the programming they provide to the area residents; and
      WHEREAS, to induce the Mount Airy Boys and Girls Club to expend money on the building for improvements which will allow expanded social, recreational, health, educational and other community services to area residents it will be necessary to enter into a long term lease agreement with Mount Airy Boys and Girls Club, which pursuant to Saint Paul Administrative Code ยง 86.03(b)(3) would be considered a diversion; and
      WHEREAS,  Parks and Recreation will experience no net loss of park property as the Valley Recreation Center was already leased to the Boys and Girls Club and Franklin School was an elementary school; and
      WHEREAS, the City Council of the City of Saint Paul finds that there is a public purpose in permitting Mount Airy Boys and Girls Club to transfer their operations from the Valley Recreation Center to the new location and to permit them to enter into a long term lease; now, therefore, be it
      RESOLVED,  that the Saint Paul City Council does hereby accept the deed transferring ownership of the Franklin Magnet School building "as is" and any land interest conveyed.
      FURTHER RESOLVED, that the Council authorizes the appropriate city officials to enter into a lease agreement with the Mt. Airy Boys and Girls Club which will transfer their operations from the Valley Recreation Center to the newly acquired Franklin Magnet School.
