Approving the use of grant funds through the Ward 1 Neighborhood STAR Year-Round program for Victoria Theater Arts Center, MUSC Holdings, LLC, and YWCA St. Paul

 

Body

WHEREAS, on November 17, 2023, the Neighborhood STAR Board reviewed three (3) proposals for STAR grant financing through the Ward 1 Neighborhood STAR Year-Round Program from Victoria Theater Arts Center for signage, flooring, and millwork at the Victoria Theater at 825 University Ave. W.; MUSC Holdings, LLC to install a drinking fountain at the playground at United Village, 1485 Central Ave. W., and YWCA St. Paul for capital improvements to supportive housing units at 91 Lexington Avenue and 2052-2058 Saunders Avenue; and

WHEREAS, the Neighborhood STAR Board rates grant requests on a scale from 1 (low) to 5 (high) with the Victoria Theater Art Center’s proposal to renovate the Victoria Arts Theater receiving a final score of 3.4; MUSC Holdings, LLC proposal to install a drinking fountain at the playground at United Village receiving a final score of 1.6, and YWCA St. Paul’s proposal for capital improvements to supporting housing receiving a final score of 4.7; and

WHEREAS, due to the community significance of Victoria Arts Theater, United Village, and YWCA supportive housing, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the required $1 for $1 match for grants of over $50,000 with private resources; and

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activitites by providing grant financing up to $90,000 to Victoria Theater Arts Center for signage, flooring, and millwork at the Victoria Theater at 825 University Ave. W; $80,000 to MUSC Holdings, LLC to install a drinking fountain at the playground at United Village, 1485 Central Ave. W., and $75,000 to YWCA St. Paul for capital improvements to supportive housing units at 91 Lexington Avenue and 2052-2058 Saunders Avenue; now be it

RESOLVED, by the City Council of the City of Saint Paul, upon the recommendation of the Mayor that funds are available for appropriation, that the Neighborhood STAR Year-Round awards described above are hereby approved; and be it

FURTHER RESOLVED, that the required $1 for $1 match for grants of over $50,000 with private resources is hereby waived; and be it

FURTHER RESOLVED, that staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution, including finalizing all documents and agreements, subject to approval by the City Attorney’s Office; and be it

FURTHER RESOLVED, that the proper City official(s) are hereby approved and authorized to execute any and all documents in connection with this Resolution, subject to approval by the City Attorney’s Office; and be it

 

FINALLY RESOLVED, that this Resolution does not constitute a binding legal agreement; rather, the action taken herein shall not be effective until said documents are executed by the appropriate official(s) of the City.
