Stated Reason for Appeal (if given): 727 Van Buren Avenue is a registered rental property with the City of St. Paul and Ramsey County accordingly. We have no idea where the garbage hauler sent the first billing to, and we have since update our billing address with the garbage hauler. Moreover, it has come to our attention that the garbage hauler neglected to pick up trash services for a period of 4 weeks during the city wide garbage kick off. We are asking that you delete the assessment of $117.80 from the captioned file as we are in no fault.
Staff Comments: Staff records of the Notices of Nonpayment's sent to the property owner during Quarter 4 2019 indicate that Republic Services did have an incorrect mailing address for the property owner. In regards to the missed pick ups, the hauler has confirmed that there have been no missed pick ups for this property since the beginning of the coordinated collection program. Therefore staff recommends removing the late fees and reducing the assessment to $102.44.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during October to December 2019. (File No. CG2001E3, Assessment No. 200118) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby reduced from $117.80 to $102.44, ratified and payable in one installment forthcoming.
