Authorizing using a Project Labor Agreement for the 2021 Citywide Sidewalk Contract, Downtown Brick Removal, Griggs-Scheffer Paving Project Phase 2, Hamline Avenue Mill and Overlay, Pelham Boulevard Bump-Outs, Saint Paul and Jefferson Avenue Pedestrian Improvements, Eastbound Kellogg Boulevard Bridge and Kellogg-Third Street Bridge, and authorizing not using a Project Labor Agreement on the Bancroft Stairs and Arterial Corridor Management.
Body
WHEREAS, the Saint Paul Council adopted a policy on the use of Project Labor Agreements (PLA) pursuant to Council File #09-584 for projects involving $250,000 or more of City funding; and
WHEREAS, Public Works Street Design and Construction is undertaking the following projects in 2021 with total budgets over $250,000:
2021 Citywide Sidewalk Contract: Concrete work including pedestrian ramps and mainline sidewalk.
Downtown Brick Removal: Sidewalks, brick removal, concrete pavement, bituminous pavement, and catch basin replacement.
Griggs-Scheffer Paving Project Phase 2: New pavement, curb and gutter, sidewalks, utility upgrades, and street lighting.
Hamline Avenue Mill and Overlay: Upgrade pedestrian corners to ADA-compliance on mill and overlay routes, repair sidewalk as needed within work vicinity, select curb extension enhancements, possible bituminous paving, signing and striping.
Pelham Boulevard Bump-outs: Curb and gutter work, new catch basins and sewer connections, concrete work, asphalt paving, sodding, and signage/striping.
Saint Paul and Jefferson Avenue Pedestrian Improvements: Concrete work including pedestrian ramps, bump-outs, sidewalk and miscellaneous drainage improvements.
WHEREAS, Public Works Bridge Engineering is undertaking the following projects anticipated for upcoming construction:
Bancroft Stairway Replacement: Removal of existing stairway and concrete sidewalk, slope stabilization, grading, reinforced concrete abutments and tubular footings, prefabricated steel stairway system, concrete sidewalk, lighting, and landscaping.
Eastbound Kellogg Boulevard Bridge: Demolition, bridge foundations, structural reinforced concrete, cast-in-place reinforced concrete tunnels, retaining walls, metal railings, street and viaduct lighting, earthwork, soil remediation, temporary shoring, asphalt road reconstruction, curb and gutter, municipal utilities, traffic signals, and sidewalk/trail construction.
Kellogg-Third Street Bridge: Demolition, bridge foundations, structural reinforced concrete, prestressed precast concrete beams, retaining walls, metal railings, street lighting, earthwork, soil remediation, temporary shoring, asphalt road reconstruction, curb and gutter, municipal utilities, traffic signals, sidewalk/trail, and landscaping.
WHEREAS, Public Works Traffic Engineering is undertaking the following project in 2021 with a budget over $250,000:
Arterial Corridor Management: Installation of conduit, fiber-optic interconnect, dynamic message signs, and revisions to traffic signals.
WHEREAS, Public Works Street Design and Construction sent a “Notice and Request for Recommendation on the Use of a PLA” to interested parties on Monday, January 11, 2021 with no responses received; and
WHEREAS, Public Works has recommended the use of a PLA for the 2021 Citywide Sidewalk Contract, Downtown Brick Removal, Griggs-Scheffer Paving Project Phase 2, Hamline Avenue Mill and Overlay, Pelham Boulevard Bump-outs, Saint Paul and Jefferson Avenue Pedestrian Improvements, Eastbound Kellogg Boulevard Bridge and Kellogg-Third Street Bridge for the following reasons:
Work stoppages would adversely affect the City.
Multi-craft construction force and multiple subcontractors will be used.
Work involved includes varied types of construction including roadway and multiple utility types.
WHEREAS, Public Works has recommended against the use of a PLA for the Arterial Corridor Management and Bancroft Stairway Replacement for the following reasons:
Arterial Corridor Management:
- Work may be suspended and restarted with minimal impacts.
- City forces will provide labor for portions of the project.
- Funding for the project is sourced from a mixture of federal, state aid, and county state aid sources and no local funds are being utilized.
Bancroft Stairway Replacement:
- Smaller scale project.
- Work interruption will have minimal impact to the timely completion of the project.
WHEREAS, the use of PLAs will be subject to the approval of the Federal Highway Administration, where applicable; and now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul hereby approves the USE of a PLA for the 2021 Sidewalk Contract, Downtown Brick Removal, Griggs-Scheffer Paving Project Phase 2, Hamline Avenue Mill and Overlay, Pelham Boulevard Bump-outs, Saint Paul and Jefferson Avenue Pedestrian Improvements, Eastbound Kellogg Boulevard Bridge and Kellogg-Third Street Bridge, and, be it finally
RESOLVED, that the Council approves non-use of a PLA for the Arterial Corridor Management and Bancroft Stairway Replacement.
