Title

Authorizing the negotiation and execution of solar garden subscription agreement(s) for up to 600 kilowatts with Novel Energy Solutions, LLC.

 

Body

WHEREAS, MN Statute 216B.1641 allows for the formation of Community Solar Gardens, which are facilities that generate electricity by means of a ground-mounted or roof-mounted solar photovoltaic device whereby subscribers receive a bill credit for the electricity generated in proportion to the size of their subscription; and

 

WHEREAS, Novel Energy Solutions, LLC, has indicated that it has approximately 560 kilowatts of solar electrical generation capacity available for sale to the City of Saint Paul from Community Solar Gardens currently in development in Afton, Minnesota; and

 

WHEREAS, the City of Saint Paul is committed to reducing its carbon footprint and energy consumption over the next several years, with the goal of being carbon neutral for its own facilities by 2030; and

 

WHEREAS, purchasing this solar electrical generation capacity from Novel Energy Solutions, LLC, advances the City’s renewable energy goals while providing significant potential cost savings to the City.

NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council approves the selection of Novel Energy Solutions, LLC, for subscription to Community Solar Gardens currently under development; and be it

 

FURTHER RESOLVED, that the Mayor, City Clerk, and Director of the Office of Financial Services, or their respective designees are hereby authorized to execute subscription agreement(s), in the form attached, with Novel Energy Solutions, LLC, effective upon final execution, and with a term of 25 years from the Date of Commercial Operation, which is defined in the Agreement(s); and be it

 

FURTHER RESOLVED, that the Mayor, City Clerk, and the Director of the Office of Financial Services, or their respective designees are hereby authorized to execute Agreement(s) sufficient to purchase up to 600 kilowatts of solar electrical generation capacity; and be it

 

FURTHER RESOLVED, that the Mayor, City Clerk and the Director of the Office of Financial Services, or their respective designees are hereby authorized to approve and execute any amendments to the above documents for each of the Community Solar Gardens, in a form approved by the City Attorney’s Office.
