Comments:  RELATED APPEAL:  VBR 23-39 adopted on 7/26/23:  Per LHO:  change the property's vacant building status to Category 1 Vacant Building, waive the fee for 60 days to August 19, 2023 and if the Fire Certificate of Occupancy is reinstated before August 19, 2023, release the property from the Vacant Building Program;  Request on 1/23/24 from DSI to delete this assessment.  LHO granted a waiver to 8/16/23.  Since unknown the property owner received the C of O after that date, the fee went to assessment.  According to DSI record, C of O approved on 8/17/23.  (NOTE: Assessment paid by Title Co so Assessment Office will process a refund)

WHEREAS, the Office of Financial Services Assessment Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Vacant Building Registration fees billed during April 7 to July 21, 2023. (File No. VB2404, Assessment No. 248803) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
