Authorizing the Department of Parks and Recreation to solicit and accept donations for the 25th Annual Spring Cleanup event and the 4th Annual Neighborhood Litter Campaign on April 9, 2011.
Body
WHEREAS, the City of Saint Paul, Department of Parks and Recreation, in coordination with the Department of Public Works, will be holding the 25th Annual Spring Parks Cleanup event and the 4th annual Neighborhood Litter Campaign on April 9th, 2011, kicking off at five locations, city wide; and
WHEREAS, in 2011, the event is being re-branded as the Citywide Spring Cleanup event, part of the Citys Come Clean! program, that works in cooperation with local District Councils and with engaged community members who volunteer to help keep the City clean; and
WHEREAS, Parks and Recreation wishes to solicit and accept donations specifically for this event; and
WHEREAS, Saint Paul Administrative Code §41.04 prohibits solicitation of funds except that when soliciting funds on behalf of the city or on behalf of any city-sponsored function or organization, and where those funds are in excess of $500.00, the city council may designate one or more persons to undertake such solicitation; and
WHEREAS, the City Council finds that such solicitation of funds to support the Citywide Spring Cleanup event has a public purpose and that the funds will be spent in support of that public purpose; and
WHEREAS, 2011 solicitations will include requests for free advertising from the Pioneer Press, $2,000 in coupon booklets from Chinook Book, donuts from SuperMoms, a $50 gift certificate from Kowalskis Markets, raffle prizes from Patagonia ($773), and coffee from Peace Coffee ($200); now, therefore, be it
RESOLVED, that Parks and Recreation, in coordination with the Department of Public Works, is authorized to designate specific individuals within the respective departments to solicit and accept donations for the 2011 Citywide Spring Cleanup event; and be it
FURTHER RESOLVED, that the names of the individuals so designated shall be filed with the city clerk prior to donations being solicited; and be it
FINALLY RESOLVED, that a final report of all solicitations shall be submitted to the City Clerk, Mayor and each councilperson.
