Authorizing the Department of Parks and Recreation to solicit donations up to $15,000 to match funds from Youthprise for supporting the Saint Paul Youth Commission's YouthBank program.

WHEREAS, Chapter 41 of the Saint Paul Administrative Code sets forth the process for allowing employees of the City of Saint Paul to solicit funds and/or property for any employer-related or occupational-related purposes; and
WHEREAS, in the case of solicitations of more than five hundred dollars ($500.00) only the Mayor or designee or the council as a whole or designee of the council can make such solicitation; and
WHEREAS, the Department of Parks and Recreation wishes to solicit businesses and individuals to donate to the Youth Commission to be used to match funds from Youthprise for the successful youth-led YouthBank grant giving model for channeling funding into projects initiated by teens for improving the quality of life of local communities, and such donations will be separately accounted for and the donors appropriately recognized; now, therefore be it
RESOLVED, that the Director of the Department of Parks and Recreation, Michael Hahm, and his designees, Brad Meyer, Tabitha Mitchell, Lisle Bertsche, and Kathy Korum, are hereby designated as individuals who may solicit funds on behalf of the Youth Commission program up to $15,000.
FURTHER RESOLVED, a quarterly report of all solicitations by the Department of Parks and Recreation pursuant to this resolution will be provided to the city clerk, mayor and each councilperson.
