Title

Approving a Second Hand Dealer - Motor Vehicle license for Ado’s Motors LLC d/b/a Ado’s Motors LLC (License ID #20230001708) for the premises located at 834 7th Street West.

Body

WHEREAS, Ado’s Motors LLC d/b/a Ado’s Motors LLC (License ID #20230001708) applied for a Second Hand Dealer - Motor Vehicle license for the premises located at 834 7th Street West in Saint Paul; and   

WHEREAS, on October 9, 2023, the Department of Safety and Inspections sent out the required License Application Notification; and 

WHEREAS, in response to the October 9, 2023, notification, the Department of Safety and Inspections received no objections to approval of the licenses; and 

WHEREAS, the Council finds that the application is in order, the proposed license conditions are reasonable and there are no grounds to deny approval of the license; now, therefore, be it,

RESOLVED, a Second Hand Dealer - Motor Vehicle license is hereby approved and issued to Ado’s Motors LLC d/b/a Ado’s Motors LLC (License ID #20230001708) for the premises located at 834 7th Street West in Saint Paul with the following license conditions:

1.                     No more than twenty-one (21) vehicles which are for sale will be displayed on the lot. NOTE: This includes up to a maximum of seventeen (17) parked outdoors in accordance with the license conditions below.

2.                     The hours of operation will be limited to between 8:00 a.m. and 9:00 p.m. Monday thru Saturday.

3.                     No repair or refinishing (auto body repair and/or painting) of vehicles will occur on the lot or in the public right-of-way.

4.                     All customer and employee parking spaces must be designated with weather resistant signage.

5.                     All customer, for-sale, and employee vehicles must be parked in accordance with the approved site plan on file with the Department of Safety and Inspections (DSI) dated 10/29/2018.

6.                     The parking lot shall be striped and maintained (including required parking signage) in accordance with the approved site plan on file with DSI dated 10/29/2018.

7.                     A maximum of twenty-two (22) total vehicles may be parked on the exterior of the property at any time. A minimum of five (5) customer and employee spaces must be maintained on the site (including one (1) ADA compliant handicapped parking space). For-sale vehicles parked outdoors and/or exhibited for-sale outdoors shall not exceed seventeen (17) at any time and shall be designated with clearly identifiable signage.

8.                     There shall be no exterior storage of vehicle parts, tires, oil or any other similar materials associated with the business. Trash will be stored in a covered dumpster. Storage of vehicle fluids, batteries, etc. shall be in accordance with the Ramsey County Hazardous Waste regulations.

9.                     At no time shall customer, employee, or for-sale vehicles be parked in the driveway or maneuvering lanes. No customer vehicles under the control of the licensee or for-sale vehicles can be parked and or stored in the public right of way (e.g., street, alley, sidewalk, boulevard, etc.).

10.                     The storage of vehicles for the purpose of salvaging parts is expressly forbidden. All vehicles parked outdoors must appear to be completely assembled with no major body parts missing and in an operable condition. Vehicle salvage is not permitted.

11.                     Customer vehicles may not be parked longer than ten (10) days on the premises. It shall be the responsibility of the licensee to ensure that any vehicle not claimed by its owner is removed from the lot as permitted by law.

12.                     Provide maneuvering space on the property to allow vehicles entering and exiting the site to proceed forward. Backing from the street or on to the street is prohibited.

13.                     Licensee must comply with all federal, state, and local laws.
