Title

Approving the use or non-use of a Project Labor Agreement on Department of Parks and Recreation construction projects for the second half of 2025.

Body

 

WHEREAS, the Saint Paul City Council adopted Council File #09-584 on the use of Project Labor Agreements (“PLA”) for projects involving $250,000 or more of City money; and

 

WHEREAS, the Department of Parks and Recreation is undertaking the following projects with construction budget totals over $250,000:

 

Baker Park Site Improvements - Proposed work will focus on converting natural turf field to artificial turf, lighting enhancements, realigned pathway, restroom building.

Estimated Start Date Phase 1: September 2025 (3 months)

Estimated Start Date Phase 2: May 2026 (3-4 months)

 

Groveland Recreation Center Site Improvements - Proposed work will include replacement of the existing play equipment and surfacing, reconstruction of the basketball and tennis courts, restoration of the multipurpose natural turf fields, and site circulation. Work will include demolition, earthwork, stormwater infrastructure, play equipment installation, concrete paving, court paving, fencing, irrigation, baseball field amenities, and site restoration and landscaping.

Estimated Start Date: October 2025 (4-5 months)

 

Hidden Falls Picnic Shelter and Restroom Facility - Proposed work will focus on the replacement of the existing picnic shelter and restroom facility and other associated site work such as trails and parking lots, seating, and related site amenities.

Estimated Start Date: April 2026 (6-9 months)

 

Robert Piram Trailheads - Proposed work includes furnishing at trail nodes and hardscape.

Estimated Start Date: September 2025 (2 months)

 

South Saint Anthony Park Play Area and Court Improvements - Proposed work will focus on the replacement of the existing play equipment and surfacing, adjacent pavements, seating, related site amenities. It will also likely include the reconstruction of a combined basketball/futsal court.

Estimated Start Date: September 2025 (3-4 months); and

 

WHEREAS, the Department of Parks and Recreation sent a written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on June 13, 2025, with one response received; and

 

WHEREAS, the Saint Paul Building and Construction Trades Council recommended a PLA for the Baker Park Site Improvements, Groveland Recreation Center Site Improvements, and Hidden Falls Picnic Shelter and Restroom Facility projects listing the size and duration of projects and multiple crafts involved as the reasons they recommend a PLA for these projects; and

 

WHEREAS, in considering all criteria for evaluating a PLA as outlined in CF #09-584, the use of a PLA will ensure a harmonious, continuous, and stable workforce for the Baker Park Site Improvements, Groveland Recreation Center Site Improvements, and Hidden Falls Picnic Shelter and Restroom Facility projects, which will in turn ensure timely completion of the projects without work stoppage or interruption; and

 

WHEREAS, staff supports a recommendation for a PLA on the Baker Park Site Improvements, Groveland Recreation Center Site Improvements, and Hidden Falls Picnic Shelter and Restroom Facility projects; and

 

WHEREAS, each project listed in this resolution is being bid lump sum and labor rates are established by prevailing wage labor rates which meet or exceed union rates; and

 

WHEREAS, in considering all criteria for evaluating a PLA as outlined in CF #09-584 and past practice on substantially similar projects, a PLA will not benefit the Robert Piram Trailheads and South Saint Anthony Park Play Area and Court Improvements projects; now, therefore, be it

 

RESOLVED, that the City Council hereby approves the use of a PLA on the construction portion of the Baker Park Site Improvements, Groveland Recreation Center Site Improvements, and Hidden Falls Picnic Shelter and Restroom Facility projects; and, be it

 

FURTHER RESOLVED, that the City Council finds that the Robert Piram Trailheads and South Saint Anthony Park Play Area and Court Improvements projects are not of a scope or nature that they will be negatively impacted if no PLA is required.
