Authorizing the Office of Neighborhood Safety to apply for grant funding from the Minnesota Office of Justice Programs’ 2024-2025 Community Crime Intervention and Prevention Program.

WHEREAS, Chapter 10 of the Saint Paul City Charter recognizes the City Council’s authority over the budget and spending of the City of Saint Paul; and
WHEREAS, Section 86.12 of the Saint Paul Administrative Code requires City Council approval prior to submission of grant applications by city departments; and
WHEREAS, the City of Saint Paul has established the Office of Neighborhood Safety (ONS) within the Office of the City Attorney (Ord 22-9); and
WHEREAS, ONS is a community-justice, equity, and safety-focused office that works to deter violence in the community through prevention, environmental design, accountability, community action, and enforcement; and
WHEREAS, ONS is seeking to expand the manner and breadth of services that it delivers to residents of St. Paul and requires additional grant funding to do so; and
WHEREAS, the Minnesota Department of Public Safety through its Office of Justice Programs (OJP) has introduced the 2024-2025 Community Crime Intervention and Prevention Program (CCIPP) grants to fund community-based programs that operate crime or violence prevention and intervention programs that provide direct services to community members; and
WHEREAS, CCIPP grants provide funding on a two-year cycle and do not require extra grant obligations from grant recipients, such as providing matching funds, spending requirements, or hiring or retention requirements beyond grant funding periods.
WHEREAS, through this resolution, ONS requests City Council approval to apply for a 2024-2025 CCIPP grant to be used to reduce shootings and homicides by focusing on community-led strategies and providing resources to those at highest risk of engaging in gun violence. Improving life outcomes and reduce recidivism rates for participants by stabilizing and strengthening community.
RESOLVED, that the City of Saint Paul City Council, upon recommendation of the Mayor, does authorize ONS to apply for a CCIPP grant to be used for Data-Driven Gun Violence Reduction Strategies
