Amending the budget to reflect receipt of a Cities for Financial Empowerment Fund, Inc. grant in the amount of $10,000.

 

Body

WHEREAS, on March 13, 2020, Minnesota Governor Tim Walz issued Executive Order 20-01, “Declaring a Peacetime Emergency and Coordinating Minnesota’s Strategy to Protect Minnesotans from COVID-19,” declaring a peacetime emergency under Minn. Stat. § 12.31, subd. 2; and

 

WHEREAS, on March 15, 2020, Mayor Melvin Carter issued an emergency declaration, directing City departments to review operations and legal proceedings to determine whether any such operations or proceedings need adjusted or suspended, among other directions; and 

 

WHEREAS, on March 17, 2020, the Saint Paul City Council extended the emergency declaration for ninety (90) days until June 15, 2020; and

 

WHEREAS, on April 8, 2020, in order to avoid delays of approving this funding due to the impacts of the COVID-19 pandemic, the City Council of Saint Paul adopted Res. 20-600, authorizing all City Departments to apply for and accept grant funds to plan, prepare for, or respond to the COVID-19 outbreak; and

WHEREAS, Res. 20-600 further directed City Departments to submit a resolution to City Council amending the budget in the amount specified by said grant, once a grant is awarded and the amount is known; and

WHEREAS, on March 18, 2020, City Council authorized the Office of Financial Empowerment to apply for a $10,000 exploratory grant for the Local Consumer Financial Protection Initiative from the Cities for Financial Empowerment Fund; and

 

WHEREAS, on April 21, 2020, the Local Consumer Financial Protection Initiative notified the Office of Financial Empowerment that the City of Saint Paul was selected to receive a grant in the amount of $10,000, a portion of which is to be dedicated to developing and implementing a city-branded COVID-19 Consumer Financial Protection awareness campaign; and

 

WHEREAS; the terms of the grant agreement are detailed in a Memorandum of Understanding, which is deemed necessary and agreeable to the City and to the Office of Financial Empowerment; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the City Charter and by receipt of the Grant, certifies that there is available for appropriation funds of $10,000 in excess of those dedicated to Office of Financial Empowerment in 2020; now, therefore, be it

 

RESOLVED, that Council authorizes the City of Saint Paul to enter into the grant agreement and the Office of Financial Empowerment to implement this agreement with Local Consumer Financial Protection Initiative as substantially set forth in the attached; and

 

BE IT, FURTHER RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor, that $10,000 is available for appropriation in the 2020 budget, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
