Stated Reason for Appeal (if given): Every one of our payments has been paid online electronically that the payments were sent out but send to different accounts with unawareness, the one we used to have with Waste Management right before he city of Saint Paul beceame a partner with the company.By recieving several letters from the City of St. Paul regarding non-payments in July created a lot of confusion and frustration because based on our bank record, payments were sent and money was withdrawn. However, as you can see from the bank intend letters here clearly stating the dates, amount, and how they were sent to Waste Management with in the very same account number. We tried very hard to call Waste Management customer service and called several times but they didn't seem to be honest, friendly, and nice enough to discover and resolve.
Staff Comments: Waste Management confirmed that payments were being sent to the resident's old account. Payments for Q3 2019 were transferred to the current account for the total amout of $220.97. Therefore staff recommends removing the assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during July to September 2019. (File No. CG1904D3, Assessment No. 190158) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
