Approving the application for change of ownership of the Liquor Off Sale and Tobacco Shop license now held by B’s Liquors LLC d/b/a B’s Liquors (License ID #DSIBLLOFS-000473-2025 and #DSIBLTOBAC-000475-2025) for the premises located at 1047 Hudson Rd.

WHEREAS, B’s Liquors LLC d/b/a B’s Liquors ("Licensee") applied for a change of ownership to the Liquor Off Sale and Tobacco Shop license (License ID #DSIBLLOFS-000473-2025 and #DSIBLTOBAC-000475-2025) for the premises located at 1047 Hudson Rd.; and
WHEREAS, on February 6, 2026, the Department of Safety and Inspections sent out the required License Application Notification with a response date of February 21, 2026; and
WHEREAS, on February 5, 2026, the Licensee signed a License Condition Affidavit agreeing to follow all license conditions that are in place; and
WHEREAS, the Council finds that the application is in order and there are no grounds to deny approval of the application; now, therefore, be it,
RESOLVED, the change of ownership application for a Liquor Off Sale and Tobacco Shop license is hereby approved and issued to B’s Liquors LLC d/b/a B’s Liquors (License ID #DSIBLLOFS-000473-2025 and #DSIBLTOBAC-000475-2025) for the premises located at 1047 Hudson Rd. with the following license conditions:
1. Business owner will make all reasonable efforts to control litter in the area and regularly pickup trash on the property.
2. Signage to be posted that loitering is discouraged.
3. Per State of Minnesota Statute section 340A.412, subdivision 14--an exclusive liquor store may sell only the following items: (1) alcoholic beverages; (2) tobacco products; (3) ice; (4) beverages, either liquid or powder, specifically designated for mixing with intoxicating liquor; (5) soft drinks; (6) liqueur-filled candies; (7) food products that contain more than one-half of one percent alcohol by volume; (8) cork extraction devices; (9) books and videos on the use of alcoholic beverages; (10) magazines and other publications published primarily for information and education on alcoholic beverages; (11) multiple-use bags designed to carry purchased items; (12) devices designed to ensure safe storage and monitoring of alcohol in the home, to prevent access by underage drinkers; (13) home brewing equipment; (14) clothing marked with the specific name, brand, or identifying logo of the exclusive liquor store, and bearing no other name, brand, or identifying logo; (15) citrus fruit; (16) glassware; (17) lower-potency hemp edibles as defined in section 342.01, subdivision 50; and (18) products that detect the presence of fentanyl analog.
4. Licensee’s hours of operation will be limited to the following: Monday through Thursday 9:00 a.m. - 8:00 p.m.; Friday and Saturday 9:00 a.m. - 10:00 p.m.; and Sunday 11:00 a.m. - 6:00 p.m.
5. License holder will create a video surveillance camera and lighting placement plan (video surveillance plan) for the interior and exterior of the licensed premises. License holder will submit the video surveillance plan to the Saint Paul Police Department (SPPD) liaison with the Department of Safety and Inspection (DSI) for review and approval. In accordance with the approved video surveillance plan, license holder will ensure that video surveillance camera system is in good working order, ensure it is recording 24 hours per day, ensure it can produce recorded surveillance video in a commonly used, up-to-date format, and ensure that accurate date and time of day are visible on all recorded video. License holder will retain surveillance video for a minimum of thirty (30) days. If an incident is deemed serious by SPPD, license holder shall make surveillance video immediately available for viewing by SPPD. If a copy of the surveillance video for a serious incident is requested by SPPD, license holder shall have the technology, materials, and staff available to immediately make the copy. In all other cases, license holder shall provide a copy of the surveillance video to the requestor within 48 hours.
