Approving adverse action against the Entertainment (B), Liquor On Sale-Sunday, Liquor On Sale 101-180 Seats, Liquor On Sale-2AM Closing, Liquor Outdoor Service (Patio), and Gambling Location licenses held by RAS Ethiopian Bar & Restaurant, d/b/a RAS Restaurant & Lounge at 2516-7th Street West.

WHEREAS, the Entertainment (B), Liquor On Sale-Sunday, Liquor On Sale 101-180 Seats, Liquor On Sale-2AM Closing, Liquor Outdoor Service (Patio) and Gambling Location licenses held by RAS Ethiopian Bar & Restaurant d/b/a RAS Restaurant & Lounge (License ID# 20100000062) for the premises located at 2516-7th Street West were the subject of a Notice of Violation (“Notice”) dated February 9, 2018, and
WHEREAS, the Notice stated that during a Pre-Super Bowl inspection of the licensed premises on February 1, 2018, a sergeant from the Saint Paul Police documented two (2) separate license condition violations; and
WHEREAS, these two (2) license condition violations were brought to the attention of the license manager who said the violations would be corrected; and
WHEREAS, on February 2, 2018 and again on February 4, 2018 there were two (2) inspections where photographs taken showed the two (2) license condition violations had not been corrected; and
WHEREAS, per Saint Paul Legislative Code § 310.05 (m) (1), the licensing office recommended a $500.00 matrix penalty; and
WHEREAS, the licensee did not respond to the Notice of Violation to pay the $500.00 matrix penalty or request a public or administrative hearing; and
WHEREAS, the Notice of Violation stated that if the licensee failed to pay the $500.00 matrix penalty or request a public or administrative hearing by February 19, 2018, that the matter would be placed on the consent agenda to impose the recommended penalty; now, therefore, be it
RESOLVED, RAS Ethiopian Bar & Restaurant d/b/a RAS Restaurant & Lounge (License ID# 20100000062) for the premises located at 2516-7th Street West is ordered to pay a matrix penalty of $500.00 for two (2) uncorrected license condition violations documented by Saint Paul Police during re-inspections of licensed premises on February 2, 2018 and February 4, 2018.
Payment of such penalty shall be made within thirty (30) days of the date of the adoption of this resolution.
