Title
Authorizing the Department of Parks and Recreation to amend its 2013 Financing and Spending Budgets in the Environmental Permits and Planning activity to reflect an increase of $137,931 in available grant funding beyond that currently included in the 2013 Adopted Budget, as well as allowing for the increased spending budget, made available through the additional funding.       
 
Body
WHEREAS, the Department of Parks and Recreation is seeking additional financing and spending authority in 2013 to fulfill agreements entered into with cooperating agencies; and
 
WHEREAS, the Department of Parks and Recreation entered into a $125,000 grant agreement with the Minnesota Department of Natural Resources Conservation Partners Legacy grant program in 2010 to enhance oak woodland along Mississippi River Blvd, Hidden Falls and Crosby Regional Parks; and
 
WHEREAS, a grant balance of $15,310 remains available through June 30, 2013, of which, Parks and Recreation anticipates spending the remaining balance in 2013; and
 
WHEREAS, the Department of Parks and Recreation entered into a $25,000 grant agreement with the Minnesota Department of Natural Resources Conservation Partners Legacy grant program in 2012 to enhance floodplain forest habitat at Crosby Farm Regional Park; and
 
WHEREAS, a grant balance of $13,375 remains available through June 30, 2015, of which, Parks and Recreation anticipates spending the remaining balance in 2013; and
 
WHEREAS, Parks and Recreation accepted a $7,000 grant from the Minnesota Historical Society's historical and cultural grants program in 2012 to create a guidebook for the Como Woodland Outdoor Classroom; and
 
WHEREAS, a grant balance of $7,000 remains available through October 1, 2013, of which, Parks and Recreation anticipates spending the remaining balance in 2013; and
 
WHEREAS, The City of Saint Paul received a $25,000 grant from the U.S. Fish and Wildlife Service in 2011 to help the City conserve birds that live and nest in or overwinter or migrate through Saint Paul as a part of the Service's Urban Bird Treaty Program (UBT); and
 
WHEREAS, a grant balance of $25,000 remains available through October 1, 2013, of which, Parks and Recreation anticipates spending the remaining balance in 2013; and
 
WHEREAS, Parks and Recreation received $57,246 in cooperative cost-share funding from the Ramsey Conservation District (RCD) and the Ramsey-Washington Metro Watershed District (RWMWD) in 2012 & 2013; and
 
WHEREAS, the total balance of these cost share funds will be spent in 2013 on erosion and sediment control and shoreline restoration projects at Round Lake and the Phalen Park Golf Course; and
 
WHEREAS, Parks accepted $20,000 in donations from the Saint Paul Parks Conservancy in 2012 to support tree canopy diversification and volunteer programming in Saint Paul, including $15,000 from Recreational Equipment Inc. (REI) and $5,000 from the Xcel Foundation, and;
 
WHEREAS, the total balance of these donations will be spent, and submitted for reimbursement, in 2013; and
 
WHEREAS, the Mayor, in accordance with Section 10.07.1 of the City Charter, does certify that there are available for appropriation, funds of $137,931 in excess of those estimated in the 2013 finance and spending plan; now therefore be it
 
RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor, that $137,931 is available for appropriation in the 2013 finance and spending plan, as heretofore adopted by the Council, is hereby further amended in the particulars as indicated in the attached financial analysis.
