Approving the Mayor’s appointment of Leonard Thomas and reappointment of Kevin Lindsey to the Public Housing Agency (PHA).
Body
WHEREAS, the Saint Paul Public Housing Agency (PHA) is formed to help families and individuals with low incomes achieve greater stability and self-reliance by providing safe, affordable, quality housing, and links to community services; and
WHEREAS, the Public Housing Agency is funded through a combination of tenant fees, federal funding from the U.S. Department of Housing and Urban Development (HUD), and several State and Local programs; and
WHEREAS, the Public Housing Agency of the City of Saint Paul is a public body corporate and politic organized under Code of Federal Regulations, Title 24, Part 964, Minnesota Statutes, Section 469.003 and Minnesota Session Laws, Chapter 228 (1977) with terms of PHA appointments governed by that enabling legislation requiring that the commissioners be appointed by the mayor with the approval of the governing body; and
WHEREAS, the Public Housing Agency of the City of St. Paul is comprised of a seven-member Board of Commissioners; and
WHEREAS, Leonard Thomas, a resident of Seal Hi-Rise, applied for an appointment as a Hi-Rise Resident Representative on the Public Housing Agency Board and is recommended by the PHA City Wide Resident Council for an appointment to replace John Cardoza, whose term ends September 1 of this year, to represent the residents of the PHA’s sixteen hi-rises; and
WHEREAS, Kevin Lindsey serves as an at-large member of the board for a term ending September 1, 2023 and has applied for reappointment as Public Housing Agency Board Members with the recommendation of PHA staff; and
WHEREAS, Mayor Carter wishes to appoint Leonard Thomas and reappoint Kevin Lindsey to the Public Housing Agency; now, therefore be it
RESOLVED, that the Saint Paul City Council approves the appointment of Leonard Thomas to a term on the Public Housing Agency ending September 1, 2025; and be it
FUTHER RESOLVED, that the Saint Paul City Council approves the reappointment of Kevin Lindsey to a term on the Public Housing Agency ending September 1, 2028.
