Staff Comments: Although the payment is shown to have been made on 1/4/19, Waste Management turned over this delinquent payment to the City on 1/5/19. Their billing system applied the payment made for $96.08 on 1/4/19 to the property owner's Quarter 1 2019 bill, not the Quarter 4 2018 bill. According to the information provided by the property owner, an additional payment of $96.08 was made on 2/6/19. The property owner has essentially prepaid for the Quarter 2 2019 bill. The property owner is still responsible for making the payment for the Quarter 4 2018 bill, which includes service for 1 64-gallon Medium cart, but no late fees.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Trash Hauling during Collection of Delinquent Garbage Bills for services during October to December 2018. (File No. CG1901B2, Assessment No. 190058) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
