Approving the application for change of ownership to the Liquor On Sale, Liquor On Sale - Sunday, Entertainment (A), and Gambling Location licenses (License ID #DSIBLLIQ-002583-2026) now held by Bright Falls LLC d/b/a Bird In Hand for the premises located at 472 Snelling Ave. S.

WHEREAS, Bright Falls LLC d/b/a Bird In Hand (“Licensee”) applied for a change of ownership to the Liquor On Sale, Liquor On Sale - Sunday, Entertainment (A), and Gambling Location licenses (License ID #DSIBLLIQ-002583-2026) for the premises located at 472 Snelling Ave. S.; and
WHEREAS, On August 5, 2026, the Department of Safety and Inspections sent out the required License Application Notification with a response date of August 20, 2026; and
WHEREAS, On August 5, 2026, the Licensee signed a License Condition Affidavit agreeing to follow all conditions that are in place; and
WHEREAS, The Council finds that the application is in order and there are no grounds to deny approval of the application for change of ownership; now, therefore, be it
RESOLVED, That the change of ownership application for the Liquor On Sale, Liquor On Sale - Sunday, Entertainment (A), and Gambling Location licenses (License ID #DSIBLLIQ-002583-2026) is hereby approved and the licenses issued to Bright Falls LLC d/b/a Bird In Hand for the premises located at 472 Snelling Ave. S. with the following license conditions:
1. Licensee acknowledges that prior written authorization is required from the Department of Safety and Inspections (DSI) for the placement of tables and/or chairs outdoors on either a permanent or temporary basis.
2. No liquor sales, service, display and/or consumption (on either a permanent or temporary basis) is allowed outdoors without prior written approval and additional licensing from DSI.
3. Per City of Saint Paul Legislative Code 411.02, the definition of Entertainment A is, “Amplified or nonamplified music and/or singing by performers without limitation as to number, and group singing participated in by patrons of the establishment.” (includes karaoke). Entertainment A license does not allow for patron and/or performance dances.
