Title
Amending the financing and spending plans in the Department of Parks and Recreation in the amount of $925,000 to recognize funding from the FY 2015 Parks and Trails Legacy Fund Allocation to continue the Mississippi River Trail project, and authorizing the appropriate City officials to enter into the agreement amendment.
Body
WHEREAS, Saint Paul Parks and Recreation applied for and received $860,000 from the Metropolitan Council's 2014 Land and Legacy, Parks and Trails fund for the Mississippi River Trail project, to construct 3.6 miles of trail to connect Harriet Island to the Mississippi River Trail in Dakota County; and
 
WHEREAS, the parties desire to amend the original Grant Agreement #SG 2013-112 to add a portion of the Fiscal Year 2015 appropriation, $925,000, to the grant agreement and extend the termination date to December 31, 2018 to match a Federal grant; and
 
WHEREAS, it is the intention of the Department of Parks and Recreation to amend the 2014 Capital Improvement Budget by increasing the spending and financing plans by $925,000, for a total of $1,785,000; and
 
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $925,000 in excess of those estimated in the 2014 Capital Improvement Budget; now therefore be it
 
RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $925,000 is available for appropriation in the 2014 Capital Improvement Budget, and said 2014 budget, as heretofore adopted by the Council, is here by further amended as indicated on the attached financial analysis; and be it
 
FURTHER RESOLVED, that Council authorizes the appropriate City officials to enter into an agreement amendment with the Metropolitan Council for the aforementioned funding.
