Authorizing City of Saint Paul employees to participate in a Professional Exchange in Emergency Medical Service and Disaster Management with the Country of Croatia.
Body
WHEREAS, the City of Saint Paul has been asked, along with certain Saint Paul businesses, to participate in a Professional Exchange in Emergency Medical Services and Disaster Management with the Country of Croatia; and
WHEREAS, Regions Hospital Emergency Medical Services and Allina Health Emergency Medical Services, are valued Saint Paul businesses and have also been asked to participate with the City of Saint Paul in the professional exchange in Emergency Medical Services and Disaster Management; and
WHEREAS, the City of Saint Paul Fire Department Emergency Medical Services and Department of Emergency Management personnel are recognized as leaders in their respective fields and have been asked to participate in this professional exchange, due to their specialized skills and duties in service of the City of Saint Paul; and
WHEREAS, the City of Saint Paul is dedicated to peace and health across the globe and recognizes that the development of a functional Emergency Medical Service and Disaster Management System will aid in the furtherance of peace and health in the country of Croatia; and
WHEREAS, the City of Saint Paul recognizes the value of strong international relations and potential opportunities for trade and tourism; and that the positive exchange of professional ideas and solutions to global problems promotes an intellectual, cultural, and financial exchange that promotes the City of Saint Paul's position on the global stage; and
WHEREAS, the citizens of St. Paul will benefit from the strengthening and validation of professional ideas and education brought about by this professional exchange; and
 
WHEREAS, City of Saint Paul City staff along with Regions Hospital and Allina Health Emergency Medical Services personnel will serve as "ambassadors" of our community in preparation for a larger, broader and more permanent cultural and economic exchange, including a Croatian delegation visiting the City of Saint Paul in the future; and   
 
WHEREAS, local businesses and agencies have already come forward in support of a more expanded and long-lasting economic exchange with Croatia and have pledge to provide support for this trip.
NOW, THEREFORE, BE IT RESOLVED: that the City Council of the City of Saint Paul expressly finds there is a public purpose to City participation in the Professional Exchange in Emergency Medical Services and Disaster Management with the country of Croatia, and that the expenditure of funds is therefore appropriate; and
BE IT FURTHER RESOLVED, the City Council of the City of Saint Paul hereby authorizes Fire Chief Tim Butler and Emergency Management Director Rick Larkin, and two of their selected employee designees, to travel to Croatia and to participate in the professional exchange; and
 
BE IT FURTHER RESOLVED, that the City Council hereby authorizes Fire Chief Tim Butler and Director of Emergency Management Rick Larkin to solicit donations for the specific purpose of supporting the professional exchange, including a Croatian Delegation visit to the City of Saint Paul, expected to occur in the fall of 2013; and
BE IT FINALLY RESOLVED, that a list of all donations received, with the name of the donor and the amount thereof, shall be included in a future resolution accepting the donations in compliance with all the requirements of Chapter 41 of the Administrative Code, and all expenditures be accounted for by a duly appointed Fiscal Agent and Office of Financial Services in accordance with the public purpose directed herein.
