Approving an Auto Repair Garage and Auto Body Repair/Painting Shop new location license for Eagle Auto Body LLC d/b/a Eagle Auto Body LLC (License ID # 20250001040) for the premises located at 440 Minnehaha Ave W.

Body

 

WHEREAS, on June 18, 2025, Eagle Auto Body LLC d/b/a Eagle Auto Body LLC (License ID # 20250001040) applied for an Auto Repair Garage and Auto Body Repair/Painting Shop new location license for the premises located at 440 Minnehaha Ave W.; and  

WHEREAS, on August 6, 2025, the Department of Safety and Inspections sent out the required License Application Notification with a response date of August 21, 2025; and

WHEREAS, the Department of Safety and Inspections received no objections to approval of the Auto Repair Garage and Auto Body Repair/Painting Shop new location license; and 

WHEREAS, the Council finds that the application is in order and there are no grounds to deny approval of the license; now, therefore, be it,

RESOLVED, an Auto Repair Garage and Auto Body Repair/Painting Shop new location license is hereby approved and issued to Eagle Auto Body LLC d/b/a Eagle Auto Body LLC (License ID # 20250001040) for the premises located at 440 Minnehaha Ave W., with the following licensing conditions:

 

1.                     All customer and employee vehicles must be parked in accordance with the approved site/parking plan on file with the Department of Safety and Inspections (DSI). The maximum number of vehicles parked on the property shall not exceed that shown on the approved plan. Site improvements must be completed in accordance with the timeline established under the approved parking plan.

 

2.                     Provide maneuvering space on the property to allow vehicles entering and exiting the site to proceed forward. Backing from the street or on to the street is prohibited.

 

3.                     There shall be no exterior storage of vehicle parts, tires, oil, or any other similar materials associated with the business. Trash will be stored in a covered dumpster. Storage of vehicle fluids, batteries, etc. shall be in accordance with the Ramsey County Hazardous Waste Regulations.

 

4.                     No customer vehicles under the control of the licensee can be parked and or stored in the public right-of-way (e.g., street, alley, sidewalk, boulevard, etc.). This includes vehicles waiting for repairs and vehicles waiting to be picked up by the customer.

 

5.                     No repair of vehicles may occur on the exterior of the lot or in the public right-of-way (e.g., street, alley, sidewalk, boulevard, etc.). All repair work must occur within an enclosed building.

 

6.                     The storage of vehicles for the purpose of salvaging parts is expressly forbidden. All vehicles parked outdoors must appear to be completely assembled with no major body parts missing. Vehicles salvage is not permitted.

 

7.                     Customer and/or employee vehicles may not be parked longer than ten (10) days on the premises. It shall be the responsibility of the licensee to ensure that any vehicle not claimed by its owner is removed from the lot as permitted by law.

 

8.                     Vehicle sales is not permitted.

 

9.                     Licensee must comply with all federal, state, and local laws.

 

10.                     Licensee shall take appropriate actions to ensure that any noise generated by activities associated with the operations of the business complies with The City of St. Paul Legislative Code Chapter 293 Noise Regulations.
