Approving the use of grant funds through the Ward 4 neighborhood STAR year-round program for The Center for Irish Music and The Midway Club.

Body

WHEREAS, on November 17, 2023, the Neighborhood STAR Board reviewed two (2) proposals for STAR grant financing through the Ward 4 Neighborhood STAR Year-Round Program from the Center for Irish Music for building an ADA compliant exterior door with ramp and signage at the Center for Irish Music and the Midway Club for a furnace replacement at the Midway Club; and

 

WHEREAS, the Neighborhood STAR Board rates grant requests on a scale from 1 (low) to 5 (high) with the Center for Irish Music’s proposal for building an ADA compliant exterior door with ramp and signage at the Center for Irish Music receiving a final score of 4.3 and the Midway Club’s proposal for a furnace replacement at the Midway Club receiving a final score of 4.9; and

 

WHEREAS, due to the community significance of the Center for Irish Music project, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to allow for reimbursements for expenses back to July 1, 2023; and

 

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $36,000 to the Center for Irish Music for building an ADA compliant exterior door with ramp and signage at the Center for Irish Music and up to $12,000 to the Midway Club for a furnace replacement at the Midway Club; now be it

 

RESOLVED, by the City Council of the City of Saint Paul, upon the recommendation of the Mayor that funds are available for appropriation, that the Neighborhood STAR Year-Round awards described above are hereby approved; and be it

 

FURTHER RESOLVED, that the awarded funds may be used for reimbursement of expenses for the Center for Irish Music project that were incurred any time after July 1, 2023; and be it

 

FURTHER RESOLVED, that staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution, including finalizing all documents and agreements, subject to approval by the City Attorney’s Office; and be it

 

FURTHER RESOLVED, that the proper City official(s) are hereby approved and authorized to execute any and all documents in connection with this Resolution, subject to approval by the City Attorney’s Office; and be it

 

FINALLY RESOLVED, that this Resolution does not constitute a binding legal agreement; rather, the action taken herein shall not be effective until said documents are executed by the appropriate official(s) of the City.
