Stated Reason for Appeal (if given): PO filed UDRF in June 2023
Staff Comments: PO filed UDRF June 2023 and with an anticipated end January 2025 but accidentally wrote 2024. The hold expired and PO attempted to submit a new UDRF. However, WM provided a temporary hold form instead of another UDRF. PO filed a temp hold for Jan 1, 2024 to July 1, 2024. PO asked for multiple extension and was ultimately denied, resulting is a Q3 and Q4 2024 tax assessment. WM agreed to remove charges if a new hold was submitted. PO submitted another temporary hold on October 1, 2024 for May 31 2024 to December 31, 2024. WM has no record of the temp hold PO sent to them on October 7, 2024, so the Q3 and Q4 2024 assessments were not removed. I assisted the PO in establishing a new UDRF with no definitive end date on December 17, 2024.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with the collection of delinquent garbage bills for services during Collection of Delinquent Garbage Bills for services during July to September 2024. (File No. CG2501A1, Assessment No. 250111) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
