Approving the City of Saint Paul Continuity of Government (COG) Plan as the official city directive describing how the city government will continue essential operations in the event of a serious disruption.
Body
WHEREAS, the City of Saint Paul provides essential services for the community; and
WHEREAS, these essential City services for citizens must continue during and after an all-hazards emergency event or significant disruption; and
WHEREAS, preparation to provide these essential services, specifically Continuity of Government, is accomplished by a Continuity of Government Plan; and
WHEREAS, the Saint Paul Legislative Code, Chapter 13, (Section 13.04), specifies that the City of Saint Paul Director of Emergency Management prepare a comprehensive plan addressing “… Continuity of operations and essential services. The director shall present such plan to the mayor for approval and referral to the city council for approval. When the mayor and council by resolution have approved the plan, it shall be the duty of all municipal agencies and all emergency forces of the city to perform the duties and functions assigned by the plan as approved.”, and
WHEREAS, the Continuity of Government plan describes the basic strategies and mechanisms through which the City of Saint Paul will maintain and continue its governance following a disaster or significant disruption, and
WHEREAS, The City of Saint Paul has such a comprehensive plan for the Continuity of Government that has recently been updated and approved by the Mayor as reflective of current best practices in Emergency Management, and
WHEREAS, the Continuity of Government Plan is considered “security information” under Minnesota Statute Chapter 13.37 and is available from the Department of Emergency Management for review,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the Saint Paul does hereby adopt the City of Saint Paul Continuity of Government Plan as the official city directive for managing and implementing emergency succession and continuity of government.
