Title

Amending the financing and spending plans in the Department of Safety and Inspections capital maintenance project budget and contingency funding to establish the 2025 Animal Services Building Project.

Body

WHEREAS, there is currently $2,890,133 in unspent Long-Term Capital Maintenance funding from 2020 - 2024 approved for improvements to the Animal Control Building; and

 

WHEREAS, it was determined that the current Animal Control Building will not meet the needs of the department, and instead construction on the new Animal Services building will be done to ensure a functional Animal Services Facility; and

 

WHEREAS, to complete these repairs a total budget of $5,731,475 is required; and

 

WHEREAS, there is additional funding available of $400,000 from the Green Energy capital program to be applied to the energy efficiency elements of the remodel of the Animal Services Building; and

 

WHEREAS, there is additional funding available of $56,000 from the 2023 Public Art Capital Maintenance to be applied to Public Art installations of the remodel of the Animal Services Building; and

 

WHEREAS, there is additional funding available of $2,385,342 from the CIB and Capital Maintenance Contingency funds to be applied to the remodel of the Animal Services Building; and

 

WHEREAS, the total of these funds is $5,731,475, to be used for construction costs for the remodel of the Animal Services Building; and

 

WHEREAS, the Mayor pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, does certify that there are available for transfer of appropriation funds of $5,731,475 in the Capital Improvement Budget; now

 

THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $5,731,475 is available for transfer of appropriation in the Capital Improvement Budget, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
