Approving the use of grant funds through the Ward 6 Neighborhood Year-Round Program for Saint Paul Public Library.

WHEREAS, on September 18, 2026, the Neighborhood STAR Board reviewed one (1) proposal for STAR grant financing from Saint Paul Public Library for an adult-sized changing station at Hayden Heights Library; and
WHEREAS, the Neighborhood STAR Board rates grant requests on a scale from 1 (low) to 5 (high) with Saint Paul Public Library’s project for an adult-sized changing station at Hayden Heights Library receiving a final score of 2.5; and
WHEREAS, due to the community significance of this Project, a waiver is being recommended to the City Council approved Neighborhood STAR Guidelines and RES 94-1127 to eliminate the application fee and requirement for a community partner applicant; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $15,000 to Saint Paul Public Library for an adult-sized changing station at Hayden Heights Library, now be it
RESOLVED, by the City Council of the City of Saint Paul, upon the recommendation of the Mayor that funds are available for appropriation, that the Neighborhood STAR Year-Round award described above is hereby approved; and be it
FURTHER RESOLVED, that staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution, including finalizing all documents and agreements, subject to approval by the City Attorney’s Office; and be it
FURTHER RESOLVED, that the proper City official(s) are hereby approved and authorized to execute any and all documents in connection with this Resolution, subject to approval by the City Attorney’s Office; and be it
FINALLY RESOLVED, that this Resolution does not constitute a binding legal agreement; rather, the action taken herein shall not be effective until said documents are executed by the appropriate official(s) of the City.
