Recognizing Rachel Tierney’s career with the City of Saint Paul, congratulating her on a successful 22 years of service, and wishing her the best as she embarks on her next professional venture.

WHEREAS, Rachel has over 22 years of experience practicing all areas of municipal law for the City of Saint Paul; and
WHEREAS, Rachel began her municipal law career as a law clerk with the City Attorney’s Office. After graduating law school, she was hired as a prosecutor for the City of Saint Paul.
She was a prosecutor for five years, and during her tenure she was lead counsel on numerous cases, including at least seven cases heard by the Minnesota Court of Appeals; and
WHEREAS, since 2004, Rachel has been part of the Civil Division where she has held a number of assignments including business licensing, building and other safety code enforcement (DSI), economic development, housing (PED/HRA), budget (OFS-Treasury), finance, RiverCentre and human resources before being chosen to lead the Civil Division as Deputy;
WHEREAS, since 2016, Rachel has been the Deputy of the Civil Division which provides legal services to all departments, the City Council, and the Mayor of Saint Paul; and
WHEREAS, Rachel is directly assigned to represent the City Council and also serves as the management representative on the City Attorney’s Office Equity Change Team; and
WHEREAS, as the Deputy of the Civil Division, Rachel has been an invaluable leader and trusted friend. She has been a mentor to many attorneys, and legal advisor to numerous City departments, City Officials, and City Attorneys; and
WHEREAS, Rachel has impeccable character, style and judgment and we are so pleased that she chose to spend many years with the City of Saint Paul; and
WHEREAS, after nearly 23 years with the City of Saint Paul, Rachel will begin a new venture with Kennedy & Graven, Chartered, where she will continue to specialize in municipal law and represent many Minnesota cities;
BE IT RESOLVED, the Saint Paul City Council thanks Rachel Tierney for her many years of dedicated public service to the people of Saint Paul; and
BE IT FURTHER RESOLVED, in honor of Rachel’s years of public service to the City of Saint Paul, February 18, 2022, her last day of employment with the City of Saint Paul, will be known as Rachel Tierney Day in the City of Saint Paul; and
BE IT FINALLY RESOLVED, the Saint Paul City Council congratulates Rachel Tierney as she charts the next course on her life’s journey and wishes her all the best.
