Title

Approving the application of Ramsey County Regional Railroad Authority (RCRRA), Saint Paul Housing and Redevelopment Authority (HRA), and St. John Evangelical Lutheran Church to rezone properties at 694 Minnehaha Avenue E et al from from I2 general industrial to H2 residential, T3 traditional neighborhood, RM2 medium-density multiple-family residential district and amending Chapter 60 of the Legislative Code pertaining to the Zoning Map.

Body

WHEREAS, Pursuant to Minnesota Statutes § 462.357 and § 61.800 of the Legislative Code, Ramsey County Regional Railroad Authority (RCRRA), Saint Paul Housing and Redevelopment Authority (HRA), and St. John Evangelical Lutheran Church, in Zoning File 25-015-702, duly petitioned to rezone 694 Minnehaha Avenue E et al, as described in Exhibit A, PINs 32.29.22.12.0134 and 32.29.22.12.0128, and portions of 32.29.22.11.0117, 32.29.22.12.0054, and 32.29.22.12.0133, from I2 general industrial to H2 residential district, T3 traditional neighborhood, RM 2 medium-density multiple-family residential district; and

 

WHEREAS, the Zoning Committee of the Planning Commission held a public hearing on May 22, 2025, for the purpose of considering the rezoning petition, and pursuant to §107.03 of the Administrative Code, submitted its recommendation to the Planning Commission for approval; and

 

WHEREAS, at its May 30 meeting, the Planning Commission voted to recommend denial of rezoning the two parcels owned by the Saint Paul HRA from I2 general industrial to T3 traditional neighborhood. The Planning Commission voted to recommend approval of rezoning the three remaining parcels from I2 general industrial to H2 residential and RM2 medium-density multiple-family residential; and

 

WHEREAS, notice of public hearing before the City Council on said rezoning petition was duly published in the official newspaper of the City and notices were duly mailed to each owner of affected property and property situated wholly or partly within 350 feet of the property sought to be rezoned; and

 

WHEREAS, a public hearing before the City Council having been conducted on July 23, 2025, at which all interested parties were given an opportunity to be heard, the Council having considered all the facts and recommendations concerning the petition; and

 

WHEREAS, the City Council, adopts the findings in the staff report for Zoning File No. 25-015-702 dated May 15, 2025 as its formal statement of the legislative reasons for rezoning the said property; now, therefore

 

 

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:

 

Section 1.

 

That the zoning map of the City of Saint Paul as incorporated by reference in §60.303 of the Saint Paul Legislative Code, as amended, is hereby further amended as follows:

 

That the property at 694 Minnehaha Ave E et al, PINs 32.29.22.12.0134 and 32.29.22.12.0128, and portions of 32.29.22.11.0117, 32.29.22.12.0054, and 32.29.22.12.0133 and described in Exhibit A

 

be and is hereby rezoned from I2 to H2, T3, and RM2.

 

Section 2.

 

This ordinance shall take effect and be in force thirty (30) days from and after its passage, approval and publication.
