WHEREAS, on November 17, 2023, the Neighborhood STAR Board reviewed six (6) proposals for STAR grant financing through the Ward 7 Neighborhood STAR Year-Round Program from Voss Enterprise Incorporated dba Roy’s Service Station to replace the roof at 305 Maria Ave, Maria Flats Condominium Association for a water management project at 374-378 Maria Ave., Dayton’s Bluff Community Council to create a community garden at 900 Suburban Ave. S., Graceville Pass, LLC to revitalize their building at 721-733 7th St. East, Adam Food, Inc. to improve the interior of 241 Earl St., and from East Side Freedom Library for lighting and accessibility improvements at 1105 Greenbrier St.; and

WHEREAS, the Neighborhood STAR Board rates grant requests on a scale from 1 (low) to 5 (high) with Voss Enterprise Incorporated dba Roy’s Service Station’s proposal to replace the roof at 305 Maria Ave receiving a final score of 4.1 , Maria Flats Condominium Association’s proposal for a water management project at 374-378 Maria Ave. receiving a final score of 3.1, Dayton’s Bluff Community Council’s proposal to create a community garden at 900 Suburban Ave. S. receiving a final score of 3.0, Graceville Pass, LLC’s proposal to revitalize their building at 721-733 7th St. East receiving a final score of 4.0., Adam Food, Inc.’s proposal to improve the interior of 241 Earl St. receiving a final score of 4.0, and East Side Freedom Library’s proposal for lighting and accessibility improvements at 1105 Greenbrier St. receiving a final score of 4.1; and

WHEREAS, due to the community significance of the projects at 305 Maria Ave., 900 Suburban Ave. S., 721-733 7th St. East, 241 Earl St., and 1105 Greenbrier St., a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the application fee; and

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $22,000 to Voss Enterprise Incorporated dba Roy’s Service Station to replace the roof at 305 Maria Ave, up to $13,490 to Maria Flats Condominium Association for a water management project at 374-378 Maria Ave., up to $23,000 to Dayton’s Bluff Community Council to create a community garden at 900 Suburban Ave. S., up to $26,750 to Graceville Pass, LLC to revitalize their building at 721-733 7th St. East, up to $20,000 to Adam Food, Inc. to improve the interior of 241 Earl St., and up to $10,000 to East Side Freedom Library for lighting and accessibility improvements at 1105 Greenbrier St.; now be it

RESOLVED, that by the City Council of the City of Saint Paul, upon the recommendation of the Mayor that funds are available for appropriation, that the Neighborhood STAR Year-Round award described above are hereby approved; and be it

FURTHER RESOLVED, that the required application fee for the projects at 305 Maria Ave., 900 Suburban Ave. S., 721-733 7th St. East, 241 Earl St., and 1105 Greenbrier St. is hereby waived; and be it

FURTHER RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution, including finalizing all documents and agreements, subject to approval by the City Attorney’s Office; and be it

FURTHER RESOLVED, that the proper City official(s) are hereby approved and authorized to execute any and all documents in connection with this Resolution, subject to approval by the City Attorney’s Office; and be it

 

FINALLY RESOLVED, that this Resolution does not constitute a binding legal agreement; rather, the action taken herein shall not be effective until said documents are executed by the appropriate official(s) of the City.
