Proclaiming September 2nd, 2026 as Jacy Johnson Becker Day in the City of Saint Paul

WHEREAS, Jacy Johnson Becker was born and raised in Saint Paul, two and a half weeks early and has always been in a hurry; and
WHEREAS, Jacy is described as a voracious reader; he learned his alphabet before he was two years old, but stubbornly didn't want to learn XYZ, and was once convinced he would be fine with A-W. As a child, Jacy could often be found surrounded by piles of books he had read; and
WHEREAS, Jacy’s first language was German, and to demonstrate his proficiency early in life, he navigated Vienna, Austria’s light rail system at six years old, speaking only German, just to get his favorite ice cream, and to this day reads book series and watches movies with his mother in German; and
WHEREAS, Jacy’s love of sports and academics has led him to try a myriad of different activities like T-ball and gymnastics, dance, and circus. Jacy danced in The Nutcracker, performed as Mowgli in The Jungle Book, and has won a bronze and silver at Nationals for the Academic Decathlon. Recently, Jacy fills his past time with practicing acrobatics, theater, vault mini, fire jump rope and shoot-through ladder; and
WHEREAS, Jacy was awarded Circus Juventas' All Around Performer for his portrayal of Augustus Gloop and an Oompa Loompa in this summer's performance of Whimsy. And despite of his 13-year love of circus performance, he turned down the opportunity to meet and train with Cirque du Soleil to meet his political hero, Lt Governor Peggy Flanagan; and
WHEREAS, In 2023, Jacy started his employment journey with Right Track, the City of Saint Paul's youth employment and training program. Jacy began by working with the Youth on Boards Initiative, which led to his appointment to serve as a commissioner on the Saint Paul Planning Commission, where he continues to serve our City in this capacity; and
WHEREAS, Jacy has continued to grow his skills by continued participation in the Right Track program in Summers 2024, 2025 and 2026 where he has served as a Financial Justice Intern with the Office of Financial Empowerment and interned in former Mayor Melvin Carter's office; and
WHEREAS, Most recently having served as the Ward 5 City Council Intern in the office of Councilmember Hwa Jeong Kim, where he led the city’s Inaugural State of the Youth Address; and
NOW THEREFORE BE IT RESOLVED, for his exemplary work leading the city’s Inaugural State of the Youth Address, the Saint Paul City Council proclaims September 2nd, 2026, as Jacy Johnson Becker Day in the City of Saint Paul.
