Amending the financing and spending budgets in the Department of Public Works by adding Sewer, SPRWS and MSA budget to the 2014 RSVP Program in order to complete construction of the four project areas designed under the 2014 RSVP Program.
Body
WHEREAS, the Department of Public Works awarded contracts for the construction of four project areas under the 2014 RSVP Program, and
WHEREAS, the Montana/Greenbrier RSVP Area had a significant amount of unforeseen soil contamination, as well as an error in the bid quantities, resulting in a cost overrun on the project, and
WHEREAS, a segment of Payne Avenue was reconstructed under the Montana/Greenbrier RSVP Project which is eligible to be funded with MSA financing, and
WHEREAS, there is sufficient budget in 2015 MSA Contingency to transfer into the 2014 RSVP Program to cover the cost overruns, and
WHEREAS, adjustments will be made to the Sewer, SPRWS and Assessment revenues and expenditures under the 2014 RSVP Program in order to complete construction of the project areas, and
WHEREAS, the Mayor, pursuant to Section 10.07.01 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $346,968 in excess of those estimated in the 2014 Capital Improvement Budget, and
WHEREAS, the Mayor, pursuant to Section 10.07.04 of the Charter of the City of Saint Paul, does certify that there are available for transfer of appropriation funds of $2,056,498; and
THEREFORE BE IT RESOLVED by the Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $346,968 is available for appropriation and $2,056,498 is available for transfer of appropriation in the Capital Improvement Budgets, as heretofore adopted and amended by this Council, be hereby further amended in the Improvement Budgets in the particulars as specified on the attached financial analysis.
