Approving submission of a Fiscal Year 2015 Environment and Natural Resources Trust Fund (ENRTF) Grant application through the Legislative-Citizen Commission on Minnesota Resources (LCCMR) for daylighting a portion of the Trout Brook as part of the Trout Brook Nature Sanctuary development.

WHEREAS, the Legislative-Citizen Commission on Minnesota Resources (LCCMR) is providing grants through the Environment and Natural Resources Trust Fund (ENRTF) to local units of government for  projects that protect or restore water quality by reducing soil erosion, reducing peak water flows, or improving water and land use practices, for FY 2015; and
WHEREAS, the Legislative-Citizen Commission on Minnesota Resources (LCCMR) has established the FY 2015 grant process requesting submittal of grant applications; and
WHEREAS, the City has begun development of the Trout Brook Nature Center in 2013 with partnerships and funding from varies sources; and
WHEREAS, the project will restore a portion of the Trout Brook by daylighting approximately 3,000 linear feet of the stream through the Trout Brook Nature Sanctuary site; and
WHEREAS, the stream will provide water quality benefits by filtering a continuous base flow of stormwater supplied from the Trout Brook storm sewer that will filter out sediment and nutrient loads; and
WHEREAS, the stream will provide beneficial habitat to aquatic, riparian, and upland species within the Trout Brook corridor between Lake McCarrons and the Mississippi River; and
WHEREAS, the City will provide recreation, education, and restoration opportunities as part of the project; and
WHEREAS, additional funding is needed to daylight a portion of Trout Brook facilities; and
WHEREAS, the City of Saint Paul, Department of Parks and Recreation is seeking approval to submit a grant application requesting $400,000 to daylight a portion of Trout Brook as part of the Trout Brook Nature Sanctuary development through this program to provide for water resource restoration initiatives; now, therefore, be it
RESOLVED, that the City of Saint Paul, Department of Parks and Recreation is hereby authorized to apply for an Environment and Natural Resources Trust Fund (ENRTF) Grant through the Legislative-Citizen Commission on Minnesota Resources (LCCMR); and
BE IT FURTHER RESOLVED, that the Director of Parks and Recreation is hereby authorized to execute such agreements as are necessary to implement the project.  The City of Saint Paul will comply with all applicable laws, environmental requirements, and regulations as stated in the grant agreement.
