Amending section 55.04(a) of the Legislative Code to simplify the requirement for a temporary structure permit during the 2025 World Junior Hockey Championship.

Section 1
WHEREAS, the 2025 World Junior Hockey Championship (“World Juniors”) will be held in the Twin Cities, including the City of Saint Paul, during the last week of December 2025 and the first week of January 2026; and
WHEREAS, the World Juniors presents an extraordinary opportunity to highlight Saint Paul’s hospitality, cultural vibrancy, and commitment to public safety while welcoming visitors from around the world; and
WHEREAS, the City anticipates increased activity in the downtown area and other public spaces during a period when staffing levels for permit processing and inspections are traditionally limited; and
WHEREAS, the City Council finds that temporary modifications to certain permitting, licensing, and enforcement provisions are necessary and appropriate to facilitate a safe, efficient, and festive atmosphere during the event period while maintaining the City’s commitment to safety, accessibility, and decorum; and now, therefore, be it
RESOLVED, THAT THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 2
Section 55.04(a) of the Saint Paul Legislative Code is hereby amended as follows:
(a)                     As required by and in compliance with the Minnesota State Fire Code, no person may erect or allow to be erected any air-supported temporary membrane structure or individual tents having a total foot print area in excess of two hundred (200) square feet or any individual canopy having a total foot print area in excess of four hundred (400) square feet without a tent permit. 
During the 2025 World Junior Hockey Championship, which lasts from December 24, 2025, through January 5, 2026, in the Downtown Entertainment District, as defined by section 409.02, an abbreviated permitting process will be allowed for temporary tents and structures under 1,500 square feet that do not utilize propane or fuel for heating and/or cooking:
1) An electronic permit for temporary tents and structures will be issued upon submission of an electronic application.
2) No fee will be imposed for qualifying temporary tent and structure permits.
3) The use of propane or other fuel for heating or cooking requires a separate permit and inspection by the Department of Safety and Inspections (Department).
4) The Department reserves the right to inspect any temporary tent or structure for public safety due to high wind, snow load, fire safety, and any other cause.
5) The Department reserves the right to immediately revoke any temporary tent or structure permit for any public safety reason.
Section 3
This Ordinance shall take effect and be in force thirty (30) days following its passage, approval, and publication.
