Amending RES 25-192, as amended by RES 25-658, to further extend the timeline for the establishment of the Administrative Citation Legislative Advisory Committee.

WHEREAS, on January 22, 2025, pursuant to Section 3.01.8 of the City Charter, the Saint Paul City Council adopted RES 25-192, which established a Legislative Advisory Committee to develop recommendations for an equitable implementation framework for Administrative Citations adopted pursuant to Ord 25-2; and
WHEREAS, RES 25-192 established a timeline of no longer than one year to bring forward an equitable implementation framework recommendation for Council consideration; and
WHEREAS, on April 23, 2025, the City Council adopted RES 25-658, which amended RES 25-192 to modify the timing and sequencing of the establishment of the Administrative Citation Legislative Advisory Committee in response to the referendum process; and
WHEREAS, since adoption of RES 25-658, a mayoral transition and related leadership changes have required additional alignment and coordination with the Mayor’s Office to support implementation planning;
WHEREAS, during this same period, the City has also been required to respond to increased and evolving federal immigration enforcement activity, necessitating additional coordination, legal review, and community engagement to ensure accurate information, resident protections, and alignment with City policy and values; and
WHEREAS, these concurrent demands have materially affected the City’s capacity to convene, staff, and support the Administrative Citation Legislative Advisory Committee in a manner consistent with the Council’s intent for meaningful participation, robust analysis, and equitable community engagement; and
WHEREAS, the City Council finds that a limited extension of the timeline will better ensure that the Advisory Committee’s work is conducted deliberately, transparently, and with sufficient staff and community support;
NOW, THEREFORE, BE IT RESOLVED that the Saint Paul City Council hereby amends RES 25-192, as amended by RES 25-658, as follows:
RESOLVED, that the deadline for the establishment of the Administrative Citation Legislative Advisory Committee is extended to no later than June 30, 2025; and
RESOLVED, that all other provisions of RES 25-192, as amended, including committee composition, scope of work, reporting requirements, and disbandment following submission of its final report, remain in full force and effect.
